- Centre now sets a deadline for registering BS IV vehicles post the dead line, 30th April, 2020.
- Deadline for fully built as 30th, June, 2020 and for chassis as 30th, September, 2020.
Centre has now stepped in to clear the ambiguity and to ensure no last-minute issues rises in the last days of BS IV emission standards. In order to ensure smooth clearance of BS IV inventory and migration to BS VI, GoI have amended the Central Motor Vehicles Act and a draft notification is released in 20th Nov 2017. Govt. has also given a timeline of 30 days to submit any sort of objection to be filed. The objections or suggestions which may be received from any person in respect of the said draft rules before the expiry of the aforesaid period will be considered by the Central Government.
This kind of arrangement will ensure the Industry need not expect any kind of last minute surprise that has happened on 29th March 2017 to stop registering BS III vehicles from April, 1st, 2017. Now with this arrangement, manufacturers can produce vehicles till 31st, March 2017 and can still sell them post 31st March, but needs to ensure they are getting registered before 30th, June 2020. Also for trucks and buses which are sold as chassis, can be registered till 30th, September 2020.
Its to be understood that Indian Automobile Industry had taken a huge beating due to Supreme Court banning the sale of BS III vehicles from 1st, April 2017. According to a submission made by Society of Indian Automobile Manufacturers (Siam) in the Supreme Court on 20 January, the industry had around 820,000 units of two-wheelers, commercial vehicles, both small and large, passenger vehicles and three-wheelers, at various stages of inventory clearance.
Of these, the two-wheelers inventory was estimated at more than 670,000 units, 40,000 units of three-wheelers, 30,000 units of passenger cars and rest were commercial vehicles accounting for nearly 100,000 units. Also, the shares of various auto companies fell by up to 3% post the order.
Now by amending the CMVR, the industry will have a safe time to clear the stocks, as earlier migration from BS II to BS III and is a welcome move and BS III to BS IV with adblue and Def in SCR (selective catalyst Reduction) installed in vehicle by OEM like Tata Motors, Bharat Benz, Volvo, Eicher make it easier to achieve the deadline
